    Shandong, home to the Pilot National Laboratory for Marine Science and Technology (Qingdao), the only such lab in China, built National Innovation Center of High Speed Train, the first ever national technology innovation center in China. There were 19 national key laboratories, 2 national key laboratories jointly developed by the province and related ministries, and 36 national engineering technology research centers, and these numbers rank among the top in China. In 2019, it is expected that expenditures on research and development as a share of the provincial GDP will reach 2.46%. The regional scientific and technological innovation capability has ranked sixth for several years in China. The State Council approved the establishment of the National Independent Innovation Demonstration Area of Shandong Peninsular and the number of national-level high-tech zones reached 13. The province developed a four-layer system of agricultural technology parks led by the Yellow River Delta Agriculture High-tech Industrial Demonstration Zone, the second agriculture high-tech zone in China. The system has covered all agriculture-related counties (cities and districts). The number of high-tech companies hit 8,912 and the number of academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering working in the province reached 70. More than 40,000 foreign talent come to Shandong for work every year. In 2018, the output value of the high-tech industry as a share of the total of industries above the designated scale stood at 36.92%. The turnover of registered technology contracts was 85.687 billion RMB yuan.
